Urban Transformation Step by Step: From Survey to Handover

In brief

The stages of urban transformation: risk assessment, owner agreement, demolition and new build, with practical tips for landowners and flat owners.

Urban transformation aims to replace buildings that carry earthquake risk with safe, modern ones. The process, carried out under Law No. 6306, requires several owners to decide together, so knowing the steps in advance makes things much easier. This article is for general information only and does not replace legal, technical or financial advice.

011. Risk assessment of the building

The process starts with the building being examined by licensed laboratories and engineers through authorised bodies. Concrete strength, the condition of the structural system and ground conditions are evaluated, and the resulting report shows whether the building is classed as at risk.

022. Agreement between owners

After the risk determination, owners need to take a joint decision on renewal. The following points should be settled at this stage:

  • Which contractor and which model (flat-for-land or owner financing) will be used
  • A clear description of each owner’s future unit by floor, orientation and area
  • Transition arrangements such as temporary housing, relocation and rent support
  • The delivery schedule and completion cover

033. Evacuation and demolition

Once agreement and contracts are complete, the building is vacated, utility subscriptions are closed and the permits required for demolition are obtained. Demolition should be carried out by competent crews in line with occupational safety, environmental and waste-management rules.

044. Design and construction of the new building

A ground survey is carried out, a structural design compliant with the current seismic code is prepared, the building permit is obtained and construction begins. Regular quality control during the rough and fine construction stages is what lets owners wait with confidence.

055. Practical tips for landowners

  • Put every decision and promise into a written agreement
  • Attach the technical specification and material class to the agreement
  • Visit the contractor’s completed projects in person
  • Ask in advance about defect notification and maintenance after handover
  • Seek an independent opinion from a lawyer or engineer where needed

06Timing and unexpected situations

The duration of urban transformation varies with the number of owners, the speed of agreement, the permit process and the scope of construction. The agreement should therefore state clearly how the schedule and extraordinary situations will be handled. Regular updates at every stage help preserve owners’ confidence.

The process is a multi-party undertaking with legal, technical and financial dimensions. Opinions from the building inspection body, an engineer and a lawyer help decisions rest on a sound footing. Appointing a common representative among the owners makes communication and decision-making noticeably easier.

Before the process starts, gathering the building’s permit and title status, owners’ contact details and any existing records saves time. Preparing a short written briefing for every owner explaining each step reduces questions and makes meetings more productive. Transparency and documentation are the strongest foundations of agreement.

If you are planning the transformation of your building, the first step is an assessment of its current condition and the potential of the plot. Our Falcon team would be glad to carry out a site visit and preliminary assessment at this stage.

Let’s talk about your project.
